Section 5121 of the Consolidated Appropriations Act of 2023 and its Potential Impact on Community Supervision

The Community Supervision Resource Center (CSRC), in collaboration with the American Probation and Parole Association (APPA) and the National Association of Probation Executives (NAPE), invites you to this virtual convening to learn how the Medicaid changes contained in the 2023 Consolidated Appropriations Act impact people transitioning to the community and community supervision agencies.

On December 18, 2024, from 2 p.m. ET, the CSRC held a webinar on how Medicaid changes in the 2023 Consolidated Appropriations Act impact people transitioning to the community and community supervision agencies.

About the Convening

Starting in January 2025, Medicaid and the Children’s Health Insurance Program (CHIP) will cover some services provided in correctional facilities, including adult facilities, to youth and young adults immediately before and after their release. These requirements were included in the Consolidated Appropriations Act of 2023 to improve the health and safety of youth and young adults leaving correctional facilities. Implementation will require active partnerships between correctional facilities, state Medicaid programs, and community supervision agencies.

On December 18, 2024, from 2:00 p.m. to 3:30 p.m. ET, we heard from experts at the Health and Reentry Project (HARP) about the new requirements, learned about the next steps for implementation in jails and prisons, and learned how to support people during the transition from incarceration to community supervision. We also received information about upcoming new resources from HARP and the Bureau of Justice Assistance (BJA) to support implementation.
