Critical Connections: Getting People Leaving Prison and Jail the Mental Health Care and Substance Use Treatment They Need

Paper to advance discussions on how to better connect people who are in prisons and jails to public health insurance and other benefits, with a particular emphasis on Medicaid, to support their care upon release. Outlines five key issues that must be addressed to achieve these goals, includes policy questions to spark discussions about where progress can be made, explores relevant federal and state laws and policies, and highlights state and local implementation efforts.
