A Five-Level Risk and Needs System: Maximizing Assessment Results in Corrections through the Development of a Common Language

by The Council of State Governments Justice Center & National Reentry Resource Center

White paper proposing a five-level risk/needs assessment model to improve standardization of terminology and interpretation and application of results in correctional settings. The model supports the Risk-Need-Responsivity (RNR) principles, guides the classification of risk and needs, and helps identify those who can benefit most from intervention. It also informs case planning and helps criminal justice professionals provide effective intervention and management.
